This is different from the document at the Microsoft site in
that it is dated "December 2001" and it says "Adopted as an
ECMA Standard by the General Assembly of December 2001".

Then there is the hyperlinked document prepared by Jon Jagger:

I presume that this has been derived from the December 2001 
ECMA document.

I presume that ISO has taken the ECMA document and want to
churn it out as an ISO standard.  The appropriate document is 
"ISO/IEC DIS 23270" and the appropriate ISO page is:

This page says that ISO/IEC DIS 23270 reached stage "40.20"
on 2002-02-13 which means "DIS ballot initiated: 5 months". 

My understanding is that ISO is consulting national bodies to get 
approval for the Draft International Standard.   Hence the involvement
of the BSI in the UK and a TAG in the USA.

it says that there is currently a "Draft for Public Comment".

As usual with the BSI you have to pay for this DPC.   So I don't have a
copy, and it is unclear as to whether "02/653401 DC" is identical to the
December 2001 ECMA document.
